A small condo complex in Loudon County, Tennessee, is facing a costly plumbing choice.<\/p>\n

The property has four buildings, with four condos in each building.<\/p>\n

That makes 16 total units.<\/p>\n

The buildings were built in the mid-1980s.<\/p>\n

Ten units have one and a half baths.<\/p>\n

Six units have two full baths.<\/p>\n

Right now, the complex uses eight septic tanks.<\/p>\n

Each tank serves two condo units.<\/p>\n

That setup has caused backup issues for years.<\/p>\n

The worst problems involve two tanks beside each other.<\/p>\n

Both tanks drain into the same lawn area.<\/p>\n

After digging, the owners found a serious issue.<\/p>\n

The lawn does not work well as a leaching field.<\/p>\n

The drain lines are also buried too deeply.<\/p>\n

Some lines sit below the normal water table.<\/p>\n

That means the field stays flooded much of the time.<\/p>\n

A flooded drain field cannot treat wastewater the right way.<\/p>\n

That can lead to slow drains, backups, and unsafe conditions.<\/p>\n

The Sewer Option<\/h2>\n

Tennessee officials said a new field was not practical in that lawn.<\/p>\n

One option was pumping waste about 300 feet uphill.<\/p>\n

That would place a new drain field near the road\u2019s end.<\/p>\n

The condo board may skip that option.<\/p>\n

Instead, they are looking at city sewer service.<\/p>\n

The estimated project cost is about $100,000.<\/p>\n

That cost would be shared by the 16 owners.<\/p>\n

For some owners, that assessment may be hard to pay.<\/p>\n

Some rely on rental income and Social Security.<\/p>\n

Is a $20,000 sewer tap fee too high for this condo complex?<\/p>\n

Answer<\/h2>\n

It may be high, but it is not impossible. The board should ask for a full written breakdown before agreeing.<\/strong><\/p>\n

A sewer tap fee can include more than one charge.<\/p>\n

It may include the utility fee, road boring, traffic control, permits, inspection, and restoration.<\/p>\n

Crossing a highway can raise the price fast.<\/p>\n

Even a \u201cstraight shot\u201d may need special equipment.<\/p>\n

It may also need state or county approval.<\/p>\n

The board should ask what the $20,000 includes.<\/p>\n

They should also ask what it does not include.<\/p>\n

That answer matters before owners approve the full project.<\/p>\n

What The Condo Board Should Do Next<\/h2>\n

First, request an itemized quote from the utility.<\/p>\n

Second, ask if the tap fee is fixed by policy.<\/p>\n

Third, ask if the contractor has an exclusive deal.<\/p>\n

Fourth, get at least two outside bids for private-side work.<\/p>\n

Fifth, hire an independent engineer if costs stay unclear.<\/p>\n

The board should also check local sewer rules and permits.<\/p>\n

The Tennessee Department of Environment and Conservation<\/a> is a good place to start.<\/p>\n

A $20,000 tap fee should not be accepted on trust alone.<\/p>\n

It may be fair, but the math should be clear.<\/p>\n

That is the best way to protect every condo owner.<\/p>\n
